At the beginning there were alot of fun experimenting with character builds since that was one of the ideas behind it, to copy that character customization like any single playing Elder scrolls game, like Skyrim for example. So for a newcomer it could be difficult to find players to do pre endgame content with, and abit discouraging to experiment with builds on your own when you need to follow some strict schematics to be accepted in the community. There could also be a "min-max" culture in those old games, as there are only some few character classes and builds that are "valid" to play as. Those still playing there are max leveled max geared and so on, only then playing end game content or pvp.
